An American carnival opens in Munich, Germany. Joe the barker befriends beautiful pickpocket Willie, finds her a job, and seduces her. Then high diver Frank hires Willie as his assistant, falls for her and proposes marriage. After their wedding, Joe figures he can still exercise his sexual hold over Willie, but tragedy interferes.
